Phoenix Corporate Services, LLC (PCS) is a full-service consultancy offering financial and technical assistance in public transportation. Our principals bring over 30 years of experience supporting transit programs at the federal, state, and local levels. We specialize in assisting clients with Federal Transit Administration (FTA) programs, particularly Sections 5311, 5307, and 5310. Our team has played pivotal roles in developing statewide Rural Transit Assistance (RTAP), training curriculums, state management plans, and innovative auditing systems.

PCS helps organizations access and leverage Federal Transit Administration funds—especially those who are already investing in mobility and workforce efforts but lack the knowledge or capacity to access federal programs. We’ve worked with state governments, local municipalities, regional and metropolitan planning organizations (MPOs), non-profits, chambers of commerce, and large employers. These stakeholders often exert parallel effort, sometimes using private dollars, without realizing that aligned federal funds exist—or how to access them.

We also specialize in bridging transportation with workforce and economic development. PCS offers transportation funding solutions that remove mobility barriers to employment and training opportunities. Before co-founding Phoenix Corporate Services, LLC in October 2023, Garry served as the Director of the Office of Public Transportation for five years. His extensive background includes utilizing federal funds and providing strategic consulting services. With a deep understanding of the complexities of public transportation systems, Garry is dedicated to promoting transit as a powerful tool for economic and workforce development. Through his leadership at Phoenix Corporate Services, he leverages his expertise to drive innovative public transportation solutions that enhance community connectivity and support sustainable growth.

Mike Matousek

Mike Matousek is a distinguished professional in the field of transit and public transportation, with a strong background in finance and auditing. Before co-founding Phoenix Corporate Services, LLC in October 2023, Mike spent a decade at the state Department of Transportation as an Audit Supervisor, followed by four years as the Financial Director of the Office of Public Transportation. His expertise lies in effectively managing federal funds and ensuring regulatory compliance. Mike is committed to advancing public transportation systems as vital components of economic and workforce development. At Phoenix Corporate Services, he applies his financial acumen and strategic insight to develop innovative solutions that foster efficient, sustainable, and community-focused transit systems.
